Sheffield Wednesday Faces Serious Challenges, States Football Regulator

'We will play a key role in football's future' - independent football regulator the regulator's chair

The Championship club's current difficulties represent a a "serious issue" and the new football authority is aiming to acquire authority to investigate clubs in comparable cases, the recently named head the official has declared.

Through a comprehensive talk, Kogan, who was recently selected, expressed "sympathy" towards supporters of the Owls.

Kogan met with four fan organizations representing the football team recently.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"Wednesday stands as one of the iconic names for football in England and this week we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases submitted for our review if they warrant scrutiny and dealt with."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the football authorities in mid-year, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although the ban was rescinded in late summer.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a local institution that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the followers."

When asked if the regulator could force an owner to sell a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we collect the information and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.

"The final option we would consider is start getting involved with an particular organization, an individual owner, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the owner's facing," the chairman stated.

"In actuality, when you review the record of the sport, over the past few decades there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually decline to assume obligation for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to detail the scope of the authority recently and stated it constituted a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the significant advances achieved could disappear rapidly," the regulator warned.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we've got to keep it going.

"There's an enormous amount of money coming into football and has been channeled for the past two decades, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of the nation. But at the same time, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a significant confidence."

Political Connections

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the political party in 2020.

The 68-year-old contributed funds to government minister the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any type of partisan engagement."
